In 2022, Horsham District Council unveiled an exciting plan to transform the Forum water fountains into a modern, interactive splash pad for children — a project warmly welcomed by families across the district. The council promised a £120,000 investment to refurbish the area and provide a safe, engaging space for play during the summer months.
However, three years on, it seems that promise has dried up.

A newly erected sign near the Forum reads:
“You are welcome to sit and enjoy the Forum Fountain. Please do not enter the fountain as it is not designed as a splash pad or play area. Thank you.”
This has sparked confusion and disappointment among local parents, especially those who were led to believe that a dedicated children’s splash area was on the horizon. Local Instagram page @horsham_families shared the sign in a story this week, noting:
“A follower has sent me this! @horshamdc I’ve been asking for Horsham to create a splash pad for the last two years. Please can we have one?”
What Happened to the Plan?
Back in June 2022, Cllr Christian Mitchell, then Cabinet Member for Horsham Town, said:
“The fountains are well loved by young and old alike and I am delighted that we are now going to upgrade them. The new interactive splash pad will enable the fountains to continue running during the hottest months of the year.”
The statement generated a wave of public support and excitement, especially as Horsham continues to grow its reputation as a family-friendly town. The proposed capital funding of £120,000 was expected to cover necessary upgrades to the fountain’s treatment system to ensure it was safe and suitable for play.
But since then, there’s been no clear update — and now, with safety warnings in place, many residents are left wondering if the plan was ever actioned at all.
Public Response
Local families are expressing frustration that what was once a promise of progress has seemingly been abandoned without explanation. Some are questioning whether the allocated funding was approved, or if the interactive design was ever commissioned.
“It’s confusing,” said one parent. “One minute it was meant to be a splash pad, now we’re being told kids can’t go near it. What happened?”
Another resident added:
“We need something for kids during the summer. The fountains were the perfect opportunity — and they’re already there! Why not finish what was started?”
Calls for Clarity
Spotted Horsham is reaching out to Horsham District Council for a statement on the current status of the Forum Fountain splash pad project. Has the funding been redirected? Were there safety or technical issues that prevented the splash pad from being installed?
Residents are calling for transparency — and a renewed commitment to making Horsham town centre a welcoming and inclusive space for families.
